Can you use a type c7 bulb in place of a type B bulb on a chandelier?

I have a chandelier that requires 16 bulbs. It states to "Use MAX 40 Watt type B bulb". I would like to replace the current high wattage bulbs (25w) with the smaller type C7 (4w) bulbs. The main reason is because my dimmer switch plate gets hot when the lights are on and the total wattage used will be 64 watts as compared to 400 watts. Please if possible provide a link to where I can find credible information.
